The Asha Project: believes in the existence and provision of culturally specific methods to better address the elimination of gender-based violence and the sexual exploitation of women and children in African American communities. Further, we believe that we must simultaneously confront intersecting socioeconomic and other factors that contribute to or aggravate violence and abuse between intimates, in homes and in the community.

Primary responsibilities

SUMMARY: The Domestic Violence (DV) Housing First (HF) Case Manager reports to The Asha Project (TAP) Director and the Housing System Analyst (HSA).  The DVHF Case Manager works closely with the Asha Associate Director and is responsible for providing case management to individuals and families participating in Asha’s DVHF Program. The DVHF Case Manager utilizes the principles of DV Housing First in their service delivery, which center around three key components: survivor driven, trauma-informed mobile advocacy, community engagement, and flexible financial assistance. Driven by these three guiding principles, the DVHF Case Manager provides trauma-informed services to program participants, coordinates resources, and makes appropriate referrals based on their supportive, cooperative partnership with the participant to assist them on their journey to safety, stability, health, healing, and independence. THE DVHF Case Manager will work with Asha personnel including victim advocates across the Asha Project, as well as other community partners to ensure that clients’ evolving needs are met in a reasonable and effective manner.  The DVHF Case Manager must have or work actively to develop a comprehensive understanding of the dynamics of domestic and sexual violence (SV) and sex trafficking (ST)and build a working understanding and appreciation of Asha’s holistic model of service that is trauma-informed and culturally responsive to African American populations.  

 

The DVHF Case Manager is responsible for meeting the HUD CoC DV Bonus, Joint Component Project grant requirements, entering data as necessary into the Osnium database (as compliant with VAWA confidentiality rules), and effectively managing program data in the Osnium database. The DVHF Case Manager is required to attend and participate in relevant local and State DV/SV/ST and housing-related network meetings and communicate innovative practices and strategies to the rest of the Asha team, as relevant. First and foremost, the DVHF Case Manager must ensure that victim safety and considerations for victim safety are paramount in their daily work.  

 

The DVHF Case Manager is a 75% FTE, exempt position (30 hours per week). The individual in this position must be able to work flexible hours to accommodate the needs of clients, which will include (from time-to-time) some evenings and weekend hours. The DVHF Case Manager must be able to participate in a developing and rotating on-call schedule. Limited travel to meet clients where they are, may be required.  

 

RESPONSIBILITES: 

  • Conduct intake and assessments to meet Milwaukee COC requirements in a trauma-informed and survivor-centered manner.  
  • Ensure that crisis-counseling to victims either in person or by phone is carried out in a calm, compassionate, respectful, active-listening, and non-judgmental way.  
  • Work with each client to identify services they are interested in and identify their areas of concern.  
  • Develop a joint, cooperative case plan with each participant, which may include participant family members or other service providers, as determined in partnership with the participant.  
  • Maintain clear and accurate records of service provided, keeping weekly case notes, and completing necessary forms as required and necessary, per VAWA Confidentiality rules.  
  • Monitor and maintain confidentiality of participant records. 
  • Build a regular schedule in consultation with the participant to ensure predictability of services that the participant can rely upon 
  • Assure procedures/policies in place for victims are carried out. 
  • Provide information and referrals on relevant resources within Asha and within our referral networks including through the Coordinated Entry system.  
  • Coordinate with the DV Housing Advocate to stay knowledgeable on available housing resources and help maintain existing relationships with More than a Home and network of landlords.  
  • Respond to and delegate (where necessary) social media and website inquiries. 
  • Assure “staffing” takes place on reported cases of concern.  
  • Attend local and statewide meetings with community partners to develop a strong network of contacts and resources to benefit program participants.  
  • Manage data entry and maintain data quality in the Osnium database in partnership with the Housing System Analyst and the End Abuse Grants Coordinator. 
  • Run reports in the Osnium database, as needed, and work in partnership with the Housing System Analyst to evaluate data trends and make programmatic adjustments, when needed.  
  • Work with other Asha project staff to ensure effective and timely data entry in Osnium and in partnership with the Milwaukee COC’s Coordinated Entry system.  
  • Other duties as assigned by the Asha Project Director and the Housing System Analyst.  

Qualifications

 

  • Relevant Bachelor’s degree with at least three years of experience serving individuals including females who have experienced trauma, abuse, or oppression.  
  • Experience serving in a supervisory or managerial role.  
  • Experience working in a position that required discretion and/or confidentiality 
  • Strong communication and interpersonal skills 
  • Demonstrated crisis management skills  
  • Must possess a working understanding of DV/SA/HT and an appreciation of Asha’s holistic model of service that is trauma informed and culturally responsive to African American populations.  
  • Sensitivity and understanding of domestic, sexual, or dating violence issues, knowledge of community resources, comprehension of the criminal justice system, counseling, and communication skills, and ability to advocate for the needs of victims.   
  • Ability to read and interpret documents such as safety rules, logs, and procedure manuals.  Ability to prepare safety plans, intake information, charts and logs, and correspondence.  Ability to communicate effectively with, service providers, clients, vendors, and other employees of the organization. 
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. 
  • Demonstrate a willingness to conduct oneself with the utmost integrity and professionalism and assume personal responsibility for actions. 
  • Experience working with Microsoft Office products, and Apple products (such as an IPAD). 
  • Strong understanding of data management systems and experience managing data or ensuring data quality and reliability.  
  • A valid driver’s license and proof of Insurance.

PREFERRED QUALIFICATIONS: 

  • Experience working within the housing system or accessing housing-related benefits for clients. 
  • Knowledge of the various systems that impact victims of DV/SA/HT

COMPENSATION & BENEFITS:  

  • This is a permanent 75% FTE (30 hours per week), exempt position.  
  • The starting rate for this position is $22.11 an hour commensurate with experience, annually working 30 hours a week or 1560 hours per year, this comes to $34,491.60.
